Its close to impossible difficult to bore a .250 hole as opposed to reaming it meaning more cost. Now your ID radiuses of 1/64 and .029 incur much expenses, might require sinker EDM after heat treating. Also, could the .308 hole be substituted with .310? Other than that all is doable.
