+/-.0001" hole location tolerance is a bit of wishful thinking. I get that you want this for balance, but this accuracy, if actually measured and verified, would make this part far more expensive than if it was simply dynamically balanced after machining.

68F/20C, but whatever ... that tolerance is probably not serious, given that the drawing appears to call out the thread length to 3 decimals, hence +/-.001", which IMO is unmeasurable.

I'm not going to quote, but would be interested to know how you guys plan on reaching down into that bore to work the bottom contour. Gigantic ball endmill? Big boring bar on the lathe?
Your drawing is a little janked up. You've got a 1/2" x 13 OD thread, with a 5/8" x 18 ID thread. Not possible :p
