Hi,
I would imagine if you are looking to have this made from 4140, that you would also want it to be heat treated. We work with Chromoly often, and do in-house heat treating and Rockwell testing. I would run this job on a horizontal mill for the gear teeth, and a shaper for the broached serrations. Depending on your tolerance requirements, this may need post heat treat machining as well. I would be happy to give you a bid on this, but will need the CAD file, for dimensions and tolerances. If you would like to see some examples of our work, here is a link to my google drive:
