I would supply a piece of 10" x 24" x 1" thick 6061.

Cut to length. Square up.
Mill pockets.
Drill and tap.

There are 2 pdf drawings. I might have a .dxf or .dwg available.
I have not stipulated tolerances, you will need to advise.
Dimensioning is 'newbie'.

There will be several other parts which go with plate.
